Interview with Former Deputy Assistant Secretary of State R. Tucker Scully

Former Deputy Assistant Secretary of State R. Tucker Scully discusses the challenges of working with both the Russians and the Chinese within the structure of the Antarctic Treaty System.

During the 1980's and 1990's, Scully served as chief U.S. negotiator on polar issues. He headed U.S. delegations to the annual meetings under the Antarctic Treaty (ats.aq), led the U.S. negotiating effort on the 1991 Environmental Protocol to the Antarctic Treaty, and was U.S. Commissioner to the Commission for the Conservation of Antarctic Marine Living Resources (ccamlr.org).

He also led several official inspection teams to Antarctica, circumnavigating the continent.
